It does relate to rebellion so I did include it though. To be honest, I don't like this world wonder at all, I don't think it is worth it to steal over others in the WW era. The second world wonder that will help with rebellion is the Hikone Castle. It also makes them easier to convert to other factions. It prevents people from having die-hard views which makes them less likely to rebel due to their faction being unhappy. This was a very helpful world wonder when I first started playing. The fourth way is to have the Labor Policy set to "Early Retirement". Athiest or Freedom of Religion is usually the way to go. Theocracy decreases global liberty by 10 so it is usually not the best for stopping rebellions. If you have Atheist State, it will decrease how much the Religious like you, but you can get them to like you by completing tasks for them by using audience and doing the pop-up ones. Third way is to have Freedom of Religion on. Second way is to enable Pacifist State, this is one of the best ways as it decreases the rebel build-up by 75%.
